Introduction of visa requirements for Russians from 1 July 03

Poland will introduce a visa requirement for all Russians from July 1st, 2003, Polish Minister for European Affairs said in Brussels, adding that this move has no effect on the ongoing discussions over Russians accessing the Kaliningrad enclave after Poland and Lithuania join the European Union.

The discussions over Kaliningrad are leading towards a Facilitated Transit Document, a multiple-entry visa, that would allow access to the enclave from Lithuania, the local press reported. However, EU officials are suggesting that the FTD system could also be used from Poland and Latvia.
